Photograph: John Bazemore/AP A day after Joe Biden affirmed his support for the Hyde amendment – a measure that prohibits the use of federal funding for abortions – he reversed course and announced that he could no longer support the ban. Biden, the former vice-president and an early frontrunner for the Democratic party presidential nomination, abandoned the position he has held for decades amid fierce criticism from his top primary rivals, lawmakers and liberal activists who said the provision disproportionately affected poor women and women of color. "If I believe healthcare is a right, as I do, I can no longer support an amendment that makes that right dependent on someone's zip code," he told an audience at the Democratic National Committee's African American Leadership Council Summit in Atlanta on Thursday. At a time when some Republican-led states are passing restrictions that severely curtail access to abortion, Biden said there were too many barriers to women getting care. "I can't justify leaving millions of women without the access [and] care they need, and the ability to exercise their constitutionally protected right," he added. Biden, a devout Catholic, has grappled publicly with his stance on abortion for decades. On Thursday he said he "makes no apologies" for his previous position, but acknowledged that "circumstances have changed". "I've been working through the final details of my healthcare plan like others in this race and I've been struggling with the problems that Hyde now presents," he said. The Hyde amendment is a 40-year-old provision that bans the federal government from paying for abortion care through Medicaid, the government program that provides health insurance to millions of US women of reproductive age. Support for the measure – which carves out exceptions for rape, incest and instances in which the mother's life is at risk – was until recently a noncontroversial position for the Democratic party. In 2016, Hillary Clinton called for its repeal, and, for the first time, that commitment was enshrined in the party platform. Despite Biden's strong lead in national polls, he has faced skepticism from liberals who believe the 76-year-old is out of step with today's Democratic party. His previous position on the Hyde amendment also put him at odds with the party platform, which calls for a repeal of the amendment. Reacting to the Biden's reversal on MSNBC, the presidential candidate Amy Klobuchar said she was "not surprised". Supporting the Hyde Amendment "would've been a big problem for him", she said. Leaders of major women's reproductive rights organizations applauded Biden's shift. "Let's be clear, the Hyde Amendment discriminates against all women but particularly poor women and women of color." The debate over Biden's position erupted when a video emerged of an exchange with a volunteer for the American Civil Liberties Union in which Biden appeared to say that he supported repealing the Hyde Amendment. The group later posted the video on Twitter. "Our volunteer Nina asked Joe Biden whether, as president, he would lift the Hyde amendment, which bans federal insurance coverage of abortion," the Tweet said. "He said yes." Biden's campaign later issued a statement that said the candidate had "misheard the woman" and thought she was referring to the Mexico City rule, which bans federal aid money from being sent to organizations overseas that perform abortions. Several of Biden's primary opponents seized on the moment to attack him. "Under the Hyde amendment, under every one of these efforts to try to chip away or push back or get rid of Roe v Wade, understand this: women of means will still have access to abortions," the presidential candidate Elizabeth Warren said during a televised town hall on Wednesday, referring to the landmark US supreme court decision which legalized abortion across America. "Who won't will be poor women, working women, will be women who can't afford to take off three days from work, will be very young women, will be women who've been raped, will be women who've been molested by someone in their own family," she said. "We do not pass laws that take away that freedom from the women who are most vulnerable." The presidential candidate Cory Booker, speaking at the summit in Atlanta earlier on Thursday, called the Hyde amendment "an assault on African American women". Khushbu Shah contributed reporting

Trump supporter hit by milkshake amid chants of Milkshake was thrown at a man during an incident in London's Parliament Square on Tuesday amid arguments between groups supporting and against U.S. President Donald Trump, who is in Britain on a three-day visit. Video from the protest, shot by a reporter for London radio station LBC, showed a male Trump supporter being surrounded by several anti-Trump protesters who chanted "Nazi scum!" to his face. Amid the scuffle a milkshake was seen being thrown at the Trump supporter, landing on his head and dripping down his face. The man, who was later pictured wearing a 'Make America Great Again' hat, then threw the milkshake back at the cheering crowd. As the protesters continued to chant at the Trump supporter, voices of several people could be heard in the video telling an anti-Trump female protester: "You're just as bad as this guy!" According to a Reuters photographer at the scene, the incident started with the pro- and anti-Trump groups chanting at each other. The protesters have been largely kept away from U.S. President Donald Trump, with roads closed around Buckingham Palace and Downing Street.

China's defence minister says Tiananmen crackdown was 'correct' ahead of 30th anniversaryChinese defence minister Wei Fenghe said Sunday that the deadly crackdown on peaceful protesters in Tiananmen Square 30 years ago was "correct" and that it had ensured years of stability in the country. Mr Wei was responding to questions posed by the Telegraph at an annual security summit in Singapore. It is extremely rare for Chinese officials to acknowledge the June 4, 1989 Tiananmen Square protests, which ended when soldiers opened fire on thousands. Even three decades later, the crackdown remains one of the most sensitive topics in China, and is subject to extensive government efforts to erase it from history. "Everybody is concerned about Tiananmen after 30 years," Mr Wei said Sunday at the IISS Shangri-La Dialogue. "China under the Communist Party has experienced many changes in those 30 years – how can we say that China did not handle the Tiananmen incident well? There was a conclusion to the incident. The central government took measures to stop that political turbulence." "Due to that, China has enjoyed stability and development. If you visit China, you can better understand that part of history." In the weeks leading up to the 30th anniversary this Tuesday, Chinese authorities have launched "pre-emptive strikes" by detaining, interrogating, and placing under house arrest former protest leaders and their relatives, according to the Network of Chinese Human Rights Defenders, a coalition of human rights groups. Muslims in China have faced a long battle against discrimination Credit: Guang Niu/Getty Images Mr Wei also defended China's policies in Xinjiang as "absolutely right," where US officials estimate three million Uighur Muslims are being held in internment camps. His remarks echoed what the government has said – that the authorities are running "vocational education centres to help these people deradicalise and learn skills to better reintegrate into society." Eight former detainees interviewed by the Telegraph however have said they didn't learn "skills," and were subjected to physical and psychological torture, such as body-cavity searches, electrocution by cattle prods, and solitary confinement. In a strong, sweeping speech, a uniformed Mr Wei spoke regarding China's position, making clear Beijing stood ready to defend its interests on all fronts, from trade to territories to Taiwan. "On the trade friction started by the US: If the US wants to talk, we will have the door open; if they want to fight, we are ready," he said. China will also "fight at all costs" if anyone attempted to separate Taiwan, a democratically self-ruled island that Beijing has long regarded as a runaway renegade province. He exercised the same hardline tone on issues in the South China Sea, where China has claimed disputed islands as their own, and intimidating US and UK warships when they sail through the region.   Mr Wei is the first defence minister to attend the Shangri-La dialogue since 2011, and met with his counter part, US acting defence secretary Patrick Shanhan on the sidelines Friday.
