Protesters Return in Peaceful Post-Poll Rally: Hong Kong Update(Bloomberg) -- Hong Kong protesters returned to the city center in a peaceful rally after the city's pro-democracy forces won by a landslide in local district council elections in a rebuke of the government and its backers in Beijing.President Donald Trump signed legislation this week expressing U.S. support for Hong Kong protesters, prompting China to threaten retaliation as the two sides get close to signing a phase one trade deal. Police on Friday said a nearly two-week siege of Hong Kong Polytechnic University, a violent standoff between activists and officers that transfixed the city, had come to an end.While last week's vote unfolded peacefully, there are concerns in the financial hub that leader Carrie Lam's failure to make any concessions to demonstrators in its wake could fuel more anger. After a Thanksgiving rally in the city center on Thursday, weekend rallies include one on Sunday to show gratitude to the U.S. for introducing the Hong Kong legislation.Here's the latest (all times local):Protesters return (Saturday 2 pm.)Hundreds of secondary-school students and elderly people rallied in a park in the city center in support of Hong Kong's ongoing protests and against police use of tear gas. More than 300 people under age 18 had their information taken down when they left the campus, he said, adding that he was "pleased" the episode at the school was coming to an end and that he hoped it could be a "turning point" for the city's unrest, as it was resolved peacefullyPolice have now made 5,890 protest-related arrests since rallies began on June 9, he said.Hong Kong insurance sales to China slip (3:32 p.m.)Insurance sales in the financial hub to mainland customers declined in the third quarter as the protests halted visits to the city. Their purchases of insurance and related investment policies declined 18% to HK$9.7 billion ($1.2 billion) from a year earlier, according to figures from Hong Kong's Insurance Authority. K-Pop Suicide Sparks a Reckoning on Revenge Porn, Sexual Assault(Bloomberg) -- The suicide of a popular South Korean singer has prompted calls in the country to overhaul laws on sexual assault and to more harshly punish revenge porn.Koo Hara, 28, was found dead at her home in Seoul on Sunday. Her last message on Instagram showed her staring into a camera lens from beneath blankets on her bed with a message of "good night." Police say a note was found at the scene in which she expressed hopelessness.Many in South Korea were already aware of her past that included assault by a former boyfriend who she alleged was threatening to release a sex video of her. The two most popular hashtags on social media in South Korea this week called for punishment of the ex-boyfriend and for the definition of sexual assault to be revamped.A petition filed with the president's office demanding changes to laws had one quarter of a million signatures. Lawmakers said it is time to push forward measures stalled in Parliament that make it easier to impose harsh penalties on those who engage in revenge porn or clandestinely take sexually charged videos.Liberal lawmaker Lee Jung-mi of the minor Justice Party said in a social media post that Koo's death shows that change is needed because the nation "cannot neglect illegal filming and circulation of videos."Lee in September 2018 introduced a bill to revise how South Korea's criminal law defines rape. She said recent verdicts on sexual crime show the current standards don't focus on consent but how much "resistance" there was from the victim.President Moon Jae-in has called for a wide-ranging investigation of sex offenses linked to the entertainment industry and ordered the reopening of inquiries into past allegations. He issued a decree in June 2017 that set punishment of up to five years in prison, with the measure mostly pertaining to filming through hidden cameras.Moon has not commented on Koo's death or on revamping sexual violence laws. On Nov. 19 he did comment on women's social status saying, "It's still quite a dark reality compared to the rest of the world. I can tell you that I will pay more attention on gender equality."Some of those who are fighting for changes to the laws say they are frustrated with the pace of change."The current justice system sends a message to women that it will never be able to protect them," said Yun Dan-woo, a writer and and women's rights activist.Recent CasesSome recent cases illustrate critics' concerns. In May 2018, a male judge ruled that a man wasn't guilty of raping a woman who walked to a motel with him, according to the Law Talk legal journal and local media. Surveillance video presented as evidence showed the man pulling the woman. The judge acknowledged she had rejected sex but ruled this wasn't a case where she was in danger, the reports said.In a case in November, a male judge found a man not guilty of rape even though he had sex with a woman against her will. The judge ruled she gave consent by holding hands and giving the defendant an extra piece of meat at a restaurant, according to the legal journal and local media.Koo, who used the stage name HaRa, was a member of the group Kara, which had nearly a decade-long run as a top act in the notoriously fickle K-pop music industry. One of group's biggest songs, "Step," garnered nearly 100 million views on YouTube, helping Koo win fame in Japan, China and other major markets outside of Asia.In Koo's case, a judge found her boyfriend guilty of assault yet acquitted him of illicitly filming Koo and trying to blackmail her. On Friday, dozens of people rallied in front of the Seoul District Court, demanding that the judge in the case resign.K-Pop's Dark Side: Assault, Prostitution, Suicide, and Spy camsAlthough the laws on clandestine recording could be applied to revenge porn -- posting without permission explicit images of individuals that may be taken in acts including consensual sex -- that sort of prosecution is almost unheard of in South Korea. Hong Kong Sets Record in $5 Billion Land Sale(Bloomberg) -- Hong Kong's government fetched a record HK$42 billion ($5 billion) for a plot of land, a sale coming in at the lower end of estimates after the financial hub has been rocked by six months of pro-democracy protests.A tender for the site, which sits atop the high-speed railway station in Kowloon that connects to mainland China's urban hubs, was won by Sun Hung Kai Properties Ltd., the city said late Wednesday.The plot is expected to yield 294,000 square meters (3.2 million square feet) of floor area with offices, a luxury hotel as well as retail space. It's adjacent to Hong Kong's tallest building, the International Commerce Centre, also owned by Sun Hung Kai, a firm controlled by the billionaire Kwok family.The price far surpasses the previous land record of $3.2 billion paid for a residential site in Kai Tak in 2018. Analysts had valued the Kowloon plot in a range of $4 billion to $12 billion ahead of the auction."The site will house offices, a hotel and a mall, which will be highly exposed to social movements and the city's economy in the future," said Thomas Lam, an executive director at Knight Frank LLP. "Developers had to consider this when making their offers."Sun Hung Kai is interested in inviting long-term strategic investors in the development of the site, Chairman Raymond Kwok said in a statement. The completion of the project will provide the company with stable and promising rental income, he added.After another land sale failed in September, the deal marks a partial vote of confidence in one of the world's most expensive real estate markets amid unprecedented turmoil and provides authorities with a welcomed financial injection. Demonstrations have crippled the financial hub, driving tourists away, damaging retail trade and hotel occupancy and hurtling the economy into a recession. Ex-White House Counsel Ordered to Testify to House Panel(Bloomberg) -- Former White House Counsel Donald McGahn was ordered by a judge to appear before a congressional committee probing possible obstruction of justice by Donald Trump -- a ruling that could deepen the president's political peril amid an impeachment inquiry launched by House Democrats.Trump claims McGahn is covered by broad presidential immunity and ordered the lawyer to spurn the committee's subpoena in May, weeks after the release of Special Counsel Robert Mueller's report on Russian interference in the 2016 U.S. election. Lawmakers sought McGahn's testimony to help determine whether Trump had tried to obstruct the Mueller probe.The ruling Monday by U.S. District Judge Ketanji Brown Jackson in Washington is likely to be used by Democrats seeking to compel other administration officials who have refused to testify in various probes, including impeachment, from Secretary of State Michael Pompeo to Acting White House Chief of Staff Mick Mulvaney.Ultimately, an appeals court may decide whether Trump -- who vowed in April that "we're fighting all the subpoenas" from Congress -- can claim broad immunity for people who used to work for him.McGahn and other senior presidential advisers "do not have absolute immunity from compelled congressional process in the context of this particular subpoena dispute," Jackson, a 2013 appointee of President Barack Obama, said in her 120-page ruling."Compulsory appearance by dint of a subpoena is a legal construct, not a political one, and per the Constitution, no one is above the law," the judge wrote.Bill Burck, McGahn's attorney, said his client "will comply with Judge Jackson's decision unless it is stayed pending appeal."'Will Appeal'The DOJ will appeal the ruling and seek an immediate stay, department spokeswoman Kerri Kupec said."This decision contradicts longstanding legal precedent established by administrations of both political parties," White House spokeswoman Stephanie Grisham said. "We will appeal and are confident that the important constitutional principle advanced by the administration will be vindicated."But the judge said the president's purported power to direct aides to refuse to show up and be questioned appear only in a string of opinions from the Office of Legal Counsel that don't constitute legal precedents and are "manifestly inconsistent with the constitutional jurisprudence of the Supreme Court."Trump's attorney Jay Sekulow didn't immediately reply to a request for comment.Lawyers for the House of Representatives have called McGahn, who left his White House post last year, "the most important witness, other than the president," in the obstruction probe. The need for his testimony gained greater urgency with the start of the House's separate impeachment inquiry over Trump's actions involving Ukraine, the Judiciary Committee said in a Nov. 19 filing asking the court to expedite its ruling.Trump lawyers argued that McGahn, as the president's former legal adviser, was effectively his alter-ego and absolutely immune from being compelled to testify.Animal FarmIn a footnote to her ruling, the judge compared the claim that the president himself can determine which subpoenas are honored to George Orwell's warning about totalitarianism in "Animal Farm," in which "all animals are equal but some animals are more equal than others."Jackson wrote that the DOJ's argument that presidents have the power to restrict testimony by former aides for the rest of their lives "amply demonstrates its incompatibility with our constitutional scheme. Stated simply, the primary takeaway from the past 250 years of recorded American history is that presidents are not kings.""I am pleased the court has recognized that the Trump administration has no grounds to withhold critical witness testimony from the House during its impeachment inquiry," Judiciary Committee Chairman Jerrold Nadler, a New York Democrat, said in a statement.McGahn was a key figure in the White House when Trump fired James Comey as FBI director and as the president tried to dissuade then-Attorney General Jeff Sessions from recusing himself from overseeing the Mueller investigation. Mueller's pointed refusal to clear Trump of obstruction sparked the legislators' interest in McGahn, who provided extensive information that was cited in his report.Adam Schiff, chairman of the House Intelligence Committee, called the ruling "a very significant victory for congressional oversight, and for the American people."Schiff, who heads the impeachment inquiry panel, urged others to come forward and testify."The witnesses who have defied Congress at the behest of the president will have to decide whether their duty is to the country or to a president who believes he is above the law," Schiff said.Jackson's decision comes as another judge in Washington considers former Trump national security aide Charles Kupperman's request for a ruling on whether he must obey a House subpoena or the president's prohibition on testifying. A hearing in that case is set for Dec. 10 before U.S. District Judge Richard Leon.The case is Committee on the Judiciary v. France takes aim at US inaction in MideastFrench Defence Minister Florence Parly took aim Saturday at "gradual US disengagement" in the Middle East and said its failure to respond to provocations blamed on Iran set off a dangerous chain of events. Since May, tensions in the Gulf have increased with attacks against tankers, a US unmanned drone being downed, and strikes on key Saudi oil facilities. Iran was blamed but denied involvement.

IRS Says Millionaires Can Keep Estate Tax Benefits After 2025(Bloomberg) -- Taxpayers can benefit from higher thresholds for U.S. estate and gift taxes even if they don't die until after the tax overhaul expires in 2026, the Internal Revenue Service said.The 2017 Republican tax law approximately doubled the estate and gift tax exemption. That means individuals this year can pass on, tax-free, $11.4 million from their estate and gifts they gave before their death. Couples can pass on $22.8 million. The higher levels expire in 2026, but individuals who make large gifts while the exemption is higher and die after it goes back down won't see the estate tax benefit eroded, the IRS said in regulations announced Friday."As a result, individuals planning to make large gifts between 2018 and 2025 can do so without concern that they will lose the tax benefit of the higher exclusion level once it decreases after 2025," the agency said in a press release.The exemption increase was a priority for Republicans in the 2017 tax overhaul. It cut the number of individuals who would be subject to the 40% estate tax by about two-thirds. The exemption was $5.5 million before the law change.Democrats, however, are eyeing a reversal of those changes if they sweep the House, Senate and White House in 2020. China pressuring priest at center of agreement with VaticanA Chinese Catholic priest whose demotion was key to a now-stalled effort at reconciliation between China and the Vatican is being pressured to join the official Communist Party-controlled church organization, a fellow priest and Catholic news source said. Monsignor Vincenzo Guo Xijin was one of two legitimate bishops who remain loyal to the pope who were asked last year by the Vatican to step aside. Local government and religious affairs department officials, along with representatives from the ruling Communist Party's United Front Work Department, are visiting Guo regularly in an effort to persuade him to join the Chinese Catholic Patriotic Association, the Rev. Peng Zhekang, a priest in Guo's diocese in the eastern province of Fujian, said by phone.

Military: 2 airmen killed in crash during Oklahoma trainingTwo airmen were killed Thursday in an accident involving two jets during the landing phase of a training exercise at a U.S. Air Force base in northwestern Oklahoma, a military official said. The crash occurred shortly after 9 a.m. at Vance Air Force Base in Enid, about 65 miles (105 kilometers) northwest of Oklahoma City. Two airmen aboard one of the T-38 Talons were killed, Col. Corey Simmons, commander of the 71st Flying Training Wing, said during a news conference Thursday afternoon.
