The U.S. Supreme Court on Monday declined to hear a number of cases involving a legal defense called qualified immunity that can be used to shield government officials from lawsuits including police officers accused of excessive force. The justices rejected the closely watched appeals in cases that had been pending before the court for months including a dispute over whether officers in Tennessee can be sued for using a dog on a man who says he had surrendered. Justice Clarence Thomas, in a dissent, said the court should have heard the case.

Mexican lawmaker postpones proposal to merge three regulators after opposition

A lawmaker from Mexico's ruling party who proposed merging three regulatory bodies into one said on Sunday he would delay the initiative, after opponents criticized the move as a power grab that could jeopardize oversight. Ricardo Monreal, senate leader of the president's National Regeneration Movement (MORENA), said he would wait to move ahead with his proposal to combine energy regulator CRE, antitrust watchdog the Federal Economic Competition Commission (COFECE), and telecoms regulator IFT. The merged body would be called the National Institute of Markets and Competition for Wellbeing, have five board members and would generate annual savings of 500 million pesos ($22.4 million), according to a document presented by Monreal last week.

China reported its highest daily number of new coronavirus cases in months on Sunday, triggering fears of a second wave of infections as more European countries prepare to reopen their borders. The shock resurgence in domestic infections has rattled China where the disease emerged late last year but had largely been tamed through severe restrictions on movement that were later emulated across the globe. It also gives a bleak insight into the difficulties the world will face in conquering COVID-19, coming as many hard-hit European countries have seen an encouraging drop in contagion and prepare to welcome visitors from elsewhere on the continent.

US public health expert said another wave of infections 'not inevitable ... if you approach it the proper way'Leading US public health expert and White House coronavirus taskforce member Dr Anthony Fauci has said the US may not see a "second wave" of cases of Covid-19.According to researchers at Johns Hopkins University in Maryland, the US has recorded more than 2m cases of Covid-19 and nearly 115,000 deaths.Many experts fear attempts to reopen shuttered state economies and mass protests over police brutality and structural racism could contribute to a second surge in cases.But Fauci, the director of the National Institute of Allergy and Infectious Diseases who has been sidelined by the White House since April, after breaking with Donald Trump's position on reopening the economy, told CNN on Friday increases in cases in several states were not necessarily indicative of a "second spike" of infections."When you start to see increases in hospitalisation, that's a surefire situation that you've got to pay close attention to," Fauci said."It is not inevitable that you will have a so-called 'second wave' in the fall, or even a massive increase if you approach it in the proper way," he added, advising people to maintain social distancing and to continue to wear masks in public.According to the federal Centers for Disease Control and Prevention (CDC), close to 80% of Americans self-isolated in the last month and 74% wore face coverings in public either always or often. Residents of New York and Los Angeles did so about 90% of the time.In the past week, 19 states including Texas, South Carolina, Utah, Arizona, North Carolina, Arkansas, Alabama, Oregon, California, Nevada and Florida have reported seven-day rolling average highs for new Covid-19 infections.In Arkansas on Friday, for example, Governor Asa Hutchinson, a Republican, announced a record number of cases in the previous 24 hours. In Oregon, Governor Kate Brown, a Democrat, placed a seven-day hold on lifting on loosening social restrictions.In Maryland, Baltimore announced that it would not be moving into phase two of planned reopening.In a statement, the mayor, Bernard Young, said: "Let me be crystal clear with everyone: I, more than almost anyone, would love to see that Baltimore city is open and safe, but that simply is not what the data is telling us at this time."The CDC said it could it not confirm reports of striking increases in coronavirus hospitalisations but would monitor the numbers "very closely".Such developments sent stock markets into a tailspin on Thursday, before a slight recovery on Friday.Some experts, meanwhile, have become more optimistic that a vaccine for Covid-19 can be developed swiftly."I think the science is on our side," the former CDC director Julie Gerberding told CNN.But she cautioned: "That doesn't say anything about the speed, the safety and the durability and all of the other criteria that have to come into play before we have something that we can count on to give us that population immunity."In New York City, mass protests have sparked fears of a resurgence of the virus in the American pandemic center. But new infections are now at the lowest level in the entire US."We were the No 1 state in terms of infection … and now we are the last state in terms of rate of transmission," New York's governor, Andrew Cuomo, said on Friday. "That is because New Yorkers stepped up. They were smart. They were disciplined. They did what they had to do, and we need to stay there."

Turkey's parliament passed a controversial bill on Wednesday giving neighbourhood patrols greater powers, with critics accusing President Recep Tayyip Erdogan of wanting to build a loyal "militia". With more than 28,000 members, the nightwatchmen institution -- which is attached to the interior ministry and dates back more than 100 years -- has grown considerably after an attempted coup in July 2016 against Erdogan. Erdogan's AKP party, which put forward the bill, says the new rules will enable the nightwatchmen to more effectively help law enforcement by thwarting burglaries and preventing assaults on the streets.

Sweden says 34 year mystery of Palme assassination is solved

Closing a chapter on Sweden's most notorious unsolved crime: the assassination of Prime Minister Olof Palme.

[Head of investigation, Hans Melander, spoke via a translator on Wednesday:] "Well we can say that this is one of the biggest police investigations in the world. It is often compared to the assassination of JFK and also with the Lockerbie bombing and if we look to Sweden then of course it is by far Sweden's biggest criminal investigation ever.''

Palme, the leader of Sweden's Social Democrats, was shot dead in central Stockholm in 1986 after a visit to the cinema.

A Swedish prosecutor closed the case on Wednesday (June 10).

Krister Petersson, who has led an investigation into the case since 2017, said the killer was Stig Engstrom, a suspect long known to Swedes as "Skandia man" after the company where he worked, with offices near the scene of the shooting.

Engstrom, known to have been at the scene, was repeatedly questioned in early investigations but dismissed as a serious suspect at the time.

He died in the year 2000.

Swedish Prime Minister Stefan Lofven said on Wednesday (June 10) that he hoped the findings could begin healing the wounds left by the national trauma of the assassination 34 years ago.

Lofven said that while a conviction and more definitive evidence would have been desirable, the current investigation had gone further than previous inquiries.

Palme's son, Marten, told public service radio he also believed Engstrom was the killer, but said, quote, "unfortunately there is no real conclusive evidence."

Conspiracy theories around the assassination blamed a range of forces, from the CIA and Kurdish separatists to the South African security services.

Iran says it will execute man convicted of spying on Soleimani for CIA

Tehran says it has sentenced an Iranian man to death for spying on behalf of the United States and Israel against Qassem Soleimani, the Iranian general who was killed in an American air strike earlier this year.

Soleimani was killed in a drone attack in Iraq on January 3rd, although Iran says that the espionage case is not related to his assassination.

Iran says the man, Mahmoud Mousavi-Majd, was arrested much earlier, in October 2018.

An Iranian judiciary spokesman said that he, quote, ''shared information about the whereabouts of martyr Soleimani with our enemies''.

Adding that his death sentence has been upheld by a supreme court and "he will be executed soon."

Washington blamed Soleimani, the second most powerful man in Iran at the time, for masterminding attacks by Iran-aligned militias on U.S. forces in the region.

Officials have not said whether Mousavi-Majd's case is linked to Iran's announcement last summer that it had captured 17 spies working for the CIA, nor have they said whether it's linked to another announcement in February that it had sentenced a man to death for spying for the CIA and attempting to pass on information about Tehran's nuclear program.
