The bodies were found in September 2013 when Oklahoma Highway Patrol divers stumbled upon two mud and rust-covered vehicles feet apart at the bottom of Foss Lake during tests of new sonar equipment. "Dogs got him," the spokesman said, referring to the intruder. Video showed Secret Service agents surrounding the man on the north lawn of the White House, which was put on lockdown for about 90 minutes. The 21-page stipulated settlement, which has not been filed in court but was published online by the Los Angeles Times on Wednesday, provides for lockdowns in the prison system of the country's most populous state to now cover all inmates in a certain area or specific inmates deemed to pose a threat.
