White House fence getting sharper spikes in security upgrade

Snow covers the North Lawn of the White House in WashingtonThe black iron fence surrounding the White House will be topped with a row of "sharp metal points" in July, the U.S. Secret Service said on Thursday, part of a series of security upgrades for the famous mansion where the president and his family live. The planned changes were sparked by an intrusion last September when an Iraq war veteran carrying a knife scaled the fence, ran across the North Lawn and entered the residence, running through a large ballroom before being tackled by a Secret Service officer. The incident was one of several embarrassing breaches for the agency, which is responsible for the security of President Barack Obama, and led to the resignation of the agency's director. The Secret Service released photos of the new "pencil point" spikes that in July will be bolted to the top of the fence and face outward at a 5 degree angle.

Citing officials briefed on the separate probes by prosecutor Marilyn Mosby and police into the death of Freddie Gray, the television news network said the lack of support for charges from the police findings could allow lawyers representing the officers to undercut the prosecution. Officials familiar with the probes say the homicide investigation run by police at most contemplated a manslaughter charge, not second-degree murder as Mosby charged one of the officers, Caesar Goodson. Homicide investigators briefed by the medical examiner's office believed the autopsy report would likely find the cause of death to fall short of homicide, one official familiar with the case told CNN.

A federal appeals court on Thursday said a National Security Agency program that collected the records of millions of Americans' phone calls was not authorized by Congress. The 2nd U.S. Circuit Court of Appeals said a lower court judge erred in dismissing a lawsuit challenging the program's constitutionality, and returned the case to the judge for further proceedings. It also upheld the denial of a preliminary injunction to block the collection of phone records under the program. Thursday's decision vacated a December 2013 dismissal of an American Civil Liberties Union lawsuit contending that the NSA's collection of "bulk telephony metadata" violated the bar against warrantless searches under the Fourth Amendment.

Missouri man arrested in slaying of student selling car through Craigslist

(Reuters) - A Missouri man has been arrested on suspicion of shooting dead an Illinois college student looking to sell his car to the suspect during a meeting arranged through online classified website Craigslist, police said. Michael Gordon, a 24-year-old St. Louis resident, was arrested on Tuesday and was being held in a county jail on $1 million bond, Florissant Police Department spokesman Tim Fagen told a news conference late on Wednesday. The body of Taylor Clark, a civil engineering student at Southern Illinois University Edwardsville, according to his Twitter page, was found at the truck driver training center where Gordon worked. "The victim and the suspect did connect through Craigslist after the victim listed a vehicle for sale," Fagen told reporters.

Los Angeles police chief says homeless man's slaying may not have been justified

(Reuters) - Los Angeles Police Department Chief Charlie Beck said on Wednesday he had not seen evidence to justify the shooting death of an unarmed man by police officers during an altercation in the Venice Beach area. Two police officers, responding late on Tuesday to emergency calls of a person "harassing customers" in an area near the neighborhood's boardwalk, attempted to detain a man who was shot during the altercation, the Los Angeles Police Department said in a statement. The Los Angeles Times newspaper, citing friends, said the victim was a homeless man in his 20s nicknamed "Dizzle". "Any time an unarmed person is shot by a Los Angeles police officer, it takes extraordinary circumstances to justify that, and I have not seen those extraordinary circumstances," Beck told a news conference on Wednesday.

(Reuters) - California regulators on Wednesday adopted the first statewide rules for the permitting of seawater desalination projects that are expected to proliferate as drought-stricken communities increasingly turn to the ocean to supplement their drinking supplies. The action, which sets uniform standards for minimizing harm to marine life, was welcomed by developers of the state's two largest desalination projects as bringing much-needed certainty and clarity to the regulatory approval process. "It reaffirms that the Pacific Ocean is part of the drinking water resources for the state of California," Poseidon Water executive Scott Maloni told Reuters after the rule was enacted on a voice vote in Sacramento by the State Water Resources Control Board. Before Wednesday's action, developers and regulators of desalination plants had no specific guidance for meeting federal and state clean water standards, complicating review of the projects, state water board spokesman George Kostyrko said.

By Heide Brandes OKLAHOMA CITY (Reuters) - A series of tornadoes, including a major twister, touched down southwest of Oklahoma City on Wednesday, flipping cars and causing the escape of tigers and other animals from an exotic wildlife park, officials said. Tigers and other animals were able to briefly escape from the Tiger Safari park after a tornado struck the city of Tuttle, about 30 miles (48 km) southwest of Oklahoma City, though they were recaptured without further incident, the Grady County Sheriff's Office said. Passengers, visitors and employees at the Will Rogers World Airport in Oklahoma City were evacuated to a pedestrian tunnel for about 30 minutes as the storms moved through the area, the airport said on its Twitter feed. Several roads were closed because of debris, the Oklahoma Department of Emergency Management said.

Cuomo in his January budget recommended raising the minimum wage to $11.50 an hour in New York City and $10.50 elsewhere in the state, only to see that proposal rejected by the state legislature. "On Thursday, I am directing the commissioner to impanel such a board, to examine the minimum wage in the fast-food industry," Cuomo said in the editorial. "The board will return in about three months with its recommendations, which do not require legislative approval." Cuomo said the Wage Board could "set fast-food workers on a path out of poverty" as well as ease the financial burden on taxpayers and create a new national standard.

The federal minimum wage has remained at $7.25 since 2009. (Reuters) - A series of tornadoes touched down southwest of Oklahoma City on Wednesday, including a major one that hit about 20 miles from the state's capital city, officials and local TV reports said. A large tornado hit near Bridge Creek, the National Weather Service said, adding it was too early to tell how strong it was. The Oklahoma City of suburb of Norman was under a tornado emergency. Forecasters said the storm system was moving toward the Oklahoma City area and could produce even more tornadoes.
