In race to curb climate change, cities outpace governments

Posted: 13 Mar 2017 10:57 AM PDT

In race to curb climate change, cities outpace governmentsBy Alister Doyle OSLO (Reuters) - Cities from Oslo to Sydney are setting goals to curb climate change that exceed national targets, causing tensions with central governments about who controls policy over green energy and transport and construction. More than 2,500 cities have issued plans to cut carbon emissions to the United Nations since late 2014, setting an example to almost 200 nations that reached a Paris Agreement in December 2015 to fight global warming. Although there are no officially collated statistics available, many city targets are more ambitious than those set by governments under the Paris accord, which imposes no obligations on cities, regions or companies to define goals.

These new Galaxy S8 and Galaxy S8+ photo leaks are the best ones yet

These new Galaxy S8 and Galaxy S8+ photo leaks are the best ones yet

In exactly two weeks and two days, Samsung will unveil its next-generation flagship Galaxy S8 and Galaxy S8+ smartphones and put an end to all the mystery. Well, to be fair, there really isn't very much mystery left at this point. Back in early March, BGR exclusively published the first live photos of a Galaxy S8 that was confirmed to be genuine, and we opened the floodgates for a flurry of leaks that have now left precious little to the imagination. Thanks to this unending stream of leaks and reports from solid sources, we now know just about everything there is to know about Samsung's upcoming new flagship phones.

Of course, as exciting as the new Galaxy S8 and Galaxy S8+ are, and as gorgeous as they look in all the leaked photos, it can never hurt to take another gander. So, on Monday morning, we've got another series of leaked photos for you to check out, and this time they include a great shot of the S8 lined up next to the S8+ with both devices turned on, so we can really get a good idea of how the two models compare.

If everything pans out the way we expect it to, Samsung's upcoming new Galaxy S8 and Galaxy S8+ will be the most impressive smartphones ever made... by a very wide margin. The phones are expected to be the first that will be powered by Qualcomm's new Snapdragon 835 processor in the US or by a comparable Samsung Exynos chipset abroad, and they'll have 4GB of the latest RAM to help keep things running smoothly. We're also expecting better cameras, better battery life and plenty more, but the star of the show has to be Samsung's bold new design.

Samsung has eliminated the oblong home button from its previous-generation Galaxy S models in order to help narrow the bezels above and below the display. In doing so, the company has taken us closer than ever to realizing the all-screen smartphone design of our dreams. The Galaxy S8 will reportedly feature a 5.8-inch Super AMOLED display crammed into a smartphone that isn't much bigger than Apple's 4.7-inch iPhone 7, and the Galaxy S8+ will stuff a massive 6.2-inch screen into a smartphone about the same size as the 5.5-inch iPhone 7 Plus.

Here they are together, as posted in a recent leak on Weibo (via Slashleaks):

As you can see, especially on the white Galaxy S8, the bezels have been narrowed on all sides of the display and the result is simply stunning. The right and left sides of both new Galaxy S models still curve downward as they have on several earlier smartphones from Samsung, which will make these handsets even more comfortable to hold.

Another leak from Weibo (also via Slashleaks) gives us a closer look at the smaller Galaxy S8 in gold:

And in one final new leak from Monday morning, SamMobile has posted a photo of what is said to be the battery from the upcoming Galaxy S8+. It's unclear exactly where the image came from since the Samsung news blog decided not to post a link to the original source, but it appears to have been dug up on Weibo like the rest of these photos.

Samsung will unveil both the Galaxy S8 and Galaxy S8+ at a special press conference in New York City on March 29th, and the phones are expected to be released next month on either April 21st or April 28th.

Intel is spending $15.3 billion to acquire the company behind Tesla’s early self-driving tech

Intel is spending $15.3 billion to acquire the company behind Tesla's early self-driving tech

Intel on Monday morning confirmed earlier reports that it will acquire Jerusalem-based self-driving technology company Mobileye for $63.54 a share, or $15.3 billion in total. The deal follows successful work the two companies have done on BMW's iNext self-driving platform, which is expected to appear in production vehicles as soon as 2021, just four years from now. Of course, Intel and Mobileeye have their sights set much higher than just on the work they're doing with BMW. The companies are looking to build a scalable architecture that will become an industry standard, powering safe and feature-rich autonomous driving systems in cars and trucks from a wide range of auto makers. By combining forces in this multi-billion deal, the duo will seemingly be better positioned to realize this ambitious vision.

"This acquisition is a great step forward for our shareholders, the automotive industry and consumers," Intel CEO Brian Krzanich said in a press released announcing the deal. "Intel provides critical foundational technologies for autonomous driving including plotting the car's path and making real-time driving decisions. Mobileye brings the industry's best automotive-grade computer vision and strong momentum with automakers and suppliers. Together, we can accelerate the future of autonomous driving with improved performance in a cloud-to-car solution at a lower cost for automakers."

Mobileye is widely known as a market leader in the self-driving car space, though its most recent round of press ahead of this major deal wasn't very positive. Tesla was one of the Israeli company's biggest early partners, but the two firms parted ways after Tesla blamed Mobileye tech in part for the fatal Model S crash that left a Model S driver in Florida dead last year. The car's sensors failed to see a tractor-trailer pulling out onto a highway with Autopilot engaged, and the Model S struck the side of the truck, killing the driver instantly.

Both Tesla and Mobileye have independently made significant changes to their self-driving systems since then in an effort to improve safety and performance.

"We expect the growth towards autonomous driving to be transformative. It will provide consumers with safer, more flexible, and less costly transportation options, and provide incremental business model opportunities for our automaker customers," Mobileye CEO Ziv Aviram said of the deal with Intel. "By pooling together our infrastructure and resources, we can enhance and accelerate our combined know-how in the areas of mapping, virtual driving, simulators, development tool chains, hardware, data centers and high-performance computing platforms. Together, we will provide an attractive value proposition for the automotive industry."

Intel says that it expects the acquisition to close within the next nine months.

Agency's analysis of Republican health bill may sharpen resistance to measure

Agency's analysis of Republican health bill may sharpen resistance to measureBy David Lawder WASHINGTON (Reuters) - A non-partisan report expected as soon as Monday on the costs of a Republican plan to replace the Obamacare healthcare law could harden opposition to the proposal, adding to the obstacles facing President Donald Trump's first major legislative effort. The Congressional Budget Office, which provides official cost estimates for legislation, is widely expected to find the Republican plan will result in fewer Americans with health insurance than under the Affordable Care Act, former Democratic President Barack Obama's signature domestic legislation. Just days before taking office in January, Trump promised "insurance for everybody" in his Obamacare replacement.

Chinese ships allowed to survey Philippine territory: Duterte

Chinese ships allowed to survey Philippine territory: DutertePhilippine President Rodrigo Duterte said Monday he had agreed to allow Chinese surveillance ships into Filipino waters, contradicting his defence minister who described their presence as "very concerning". Duterte also told reporters he did not want to have a "fight" with China over Benham Rise -- waters recognised by the United Nation as indisputably Philippine territory -- partly because he wanted Chinese economic help. "They have no incursion because we have an agreement," Duterte told reporters when asked about the reported presence of Chinese surveillance ships at Benham Rise.

Samsung is so scared of the LG G6, it’s already running Galaxy S8 ads

Samsung is so scared of the LG G6, it's already running Galaxy S8 ads

It turns out that the LG G6 is selling so well that Samsung is already taking preemptive measures. The company released a brand new teaser for the Galaxy S8 in its home country, hoping it'll be enough to keep buyers entertained — and more importantly, keep them away from LG's latest flagship handset.

Unveiled at MWC 2017 in late February, the G6 is apparently off to a flying start in Korea. LG said it sold more than 30,000 G6 units since Friday, with preorders having topped 82,000 units since March 2nd. These might not seem like huge numbers, but the G6 is apparently doing better than the Galaxy S7.

"The LG G6 sold 20,000 units on the first day of sales, a record high compared to its predecessors," KB Securities analyst Kim Dong-won said. "The figure was higher than double and quadruple that of the Galaxy S7 Edge and Galaxy A5. If this trend continues, LG's mobile business is likely to see a reduction of more than 1 trillion won in operating losses from the previous year."

"Samsung's rare move to release a TV ad for the Galaxy this early appears to (be an attempt to) keep LG from dominating the nation's premium smartphone market before the S8 rollout," added an unnamed analyst said, according to Phone Arena.

Is Samsung frightened of LG's G6? Noted analyst Ming-Chi Kuo said in a recent note to clients that the Galaxy S8 might not be as popular as its predecessor when it comes to overall sales. Kuo said that Samsung might sell 40 million to 45 million Galaxy S8 units this year, compared to 52 million Galaxy S7 units sold last year.

The Galaxy S8 won't be official for another two weeks, which means LG has even more time to steal customers from its biggest rival. In the meantime, you can check out Samsung's short Galaxy S8 teaser from South Korea below — but don't expect any revelations from it, aside from the number 8 and the phone's confirmed announcement date for Korea.

Galaxy S8 release date, specs and colors confirmed by top insider

Galaxy S8 release date, specs and colors confirmed by top insider

April probably can't come soon enough for Samsung. With the company still trying to dust itself off from last year's Galaxy Note 7 fiasco, Samsung is undoubtedly hoping that the impending release of the Galaxy S8 and S8 Plus will help people forget about the most dramatic product recall in tech history.

As previously reported, Samsung will officially unveil both devices at a special event in New York City on March 29; but why wait a few weeks when you can get the full scoop on Samsung's next-gen smartphone lineup today?

Over the past few weeks, Galaxy S8 rumors have been coming down the pipeline at a rapid clip. In fact, it's probably fair to say that there isn't much we don't already know about what the S8 and the S8 Plus will bring to the table. If you happened to miss it, we even managed to snag exclusive photos of a pre-release S8 earlier this month.

Now as for what the S8 will deliver in terms of features and specs, a new research note from reputed KGI Securities analyst Ming-Chi Kuo (originally seen by 9to5Google) seems to confirm what we can can expect to see from Samsung's 2017 smartphone lineup.

The 5.8-inch S8 is said to be powered by Qualcomm's Snapdragon 835 processor and will feature a WQHD+ resolution of 2960x1440 along with the same 3000 mAh battery as last year's Galaxy S7. The 6.2-inch S8 Plus, meanwhile, will reportedly sport a healthy 3500 mAh battery.

Kuo's note adds the following design details:

(1) Full-screen display with no physical home button; (2) all models equipped with 3D-curved cover glass; and (3) six cutouts at the top front consist of a proximity sensor, ambient light sensor (ALS), IR-LED transmitter and receiver for iris recognition, front/ sub camera, and receiver.

Interestingly, we saw a rumor floating around last week claiming that Samsung is contemplating the addition of a facial recognition feature to its S8 lineup to compensate for slow performance from the aforementioned iris scanner.

Camera wise, the S8 will reportedly sport a 12 megapixel sensor on the back and a 8 megapixel sensor on the front, a decent bump up from the 5 megapixel shooter used on the Galaxy S7. With respect to RAM, models in the U.S. and Europe will have 4GB of RAM while Kuo relays that models sold in Korea and China will have 6GB of RAM to work with.

Also worth mentioning is Kuo's claim that the S8 will be released in seven colors: silver, gold, black, matte black, blue, orchid, and pink. Kuo further adds there will be four modules mounted next to each other on the back of the device: "a main camera (middle of the four), fingerprint scanner module (right), camera flash (top left), and heart beat measurement (bottom left)."

Additional S8 rumors we've seen elsewhere indicate that the S8 will boast 64GB of storage and will run Android 7.0 Nougat.

Lastly, Kuo writes that the S8 will hit store shelves on April 21, perhaps alleviating any concerns raised by a recent rumor that the launch date may have been pushed back to April 28.

Vietnam demands China stop cruises in South China SeaVietnam on Monday demanded that China stop sending cruise ships to the South China Sea in a response to one of Beijing's latest steps to bolster its claims in the strategic waterway. A Chinese cruise ship with more than 300 passengers visited the disputed Paracel Islands earlier this month.
