Kate, the duchess of Cambridge, laid a bouquet of white roses and a handwritten note at one of the two memorial pools marking where the World Trade Center towers once stood. Police responded to the scene around 1:40 a.m. ET and found the 49-year-old suspect with knife in hand, the New York Police Department said in a statement, giving the address as 770 Eastern Parkway, the world headquarters of the Chabad-Lubavitch movement.
