Pennsylvania governor vows to bring gunman who ambushed troopers to justice Posted: 15 Sep 2014 12:54 PM PDT By Joe McDonald BLOOMING GROVE Pa. (Reuters) - Pennsylvania Governor Tom Corbett on Monday called the deadly ambush on a state police barracks "an assault on society" and vowed to bring to justice the gunman who killed one trooper and critically wounded another. Yellow crime scene tape closed off the Blooming Grove law enforcement barracks about 100 miles (161 km) north of Philadelphia, where late on Friday the shooter killed Corporal Bryon Dickson, 38, and wounded Trooper Alex Douglass, 31. Douglass was recovering after surgery and was speaking on Monday with investigators, police said. ... |
Swiss say would shield Snowden from 'political' extradition to U.S Posted: 15 Sep 2014 11:03 AM PDT ZURICH (Reuters) - Former intelligence contractor Edward Snowden could be granted safe passage in Switzerland if he helped a potential criminal inquiry into U.S. spying there, the Swiss public prosecutor's office said on Monday. He would probably not be extradited to the United States if Washington asked, but it was also unlikely that he would be granted political asylum, according to a document laying out Switzerland's legal options if Snowden were to visit. ... |

The bill before the Senate Homeland Security and Governmental Affairs Committee would give Washington and its roughly 650,000 residents a vote in Congress by carving a state, New Columbia, out of the current District of Columbia. ... |
Rasmussen: IS demands military action, but NATO won't lead it Posted: 15 Sep 2014 08:06 AM PDT By Adrian Croft BRUSSELS (Reuters) - Military intervention against Islamic State militants could be justified on the grounds of self-defense or preventing a campaign "pretty close to genocide", NATO Secretary-General Anders Fogh Rasmussen said on Monday. Rasmussen said the threat posed by Islamic State "requires a military response to degrade and defeat this terrorist organization" but he said NATO as an organization would not be undertaking military strikes against the group. "We are not considering ... a leading NATO role in this operation. ... |

U.S. city and county pension funding up nearly 6 percent in 2013: report Posted: 15 Sep 2014 03:05 AM PDT (Reuters) - Funding levels for city and county pension plans rose almost 6 percent in 2013 from the previous year, according to a report released by Wilshire Consulting on Monday. Russ Walker, vice president at Wilshire Associates and an author of the report, attributed the rise to the strong rally of global stock markets over the 12 months, offsetting "weaker performance by global fixed income and allowing pension asset growth to outdistance the growth in pension liabilities over fiscal 2013." For years, many states short-changed their public pensions, putting in far less than recommended by actuaries. |
