Jeb Bush Announces 2016 Presidential Campaign: 'I Will Run To Win'Today, former Florida Gov. Jeb Bush put an end today to months of speculation and announced his 2016 presidential campaign. "We are 17 months from the time for choosing," Bush told a cheering audience in Miami. He added, "I will campaign as I would serve, going everywhere, speaking to everyone, keeping my word, facing the issues without flinching, and staying true to what I believe," Bush plans to say this afternoon, according to excerpts of his remarks as prepared for delivery.

Richard Matt and David Sweat remained at large for a 10th day as more than 800 law enforcement officers combed dense woodlands near the Clinton Correctional Facility in Dannemora in upstate New York. The governor announced that state Inspector General Catherine Leahy Scott would conduct a thorough investigation to determine all factors involved in the escape.

A second trial will begin on Monday for a former South Carolina police chief charged in the fatal shooting of an unarmed black man, one of a series of cases that has raised questions about U.S. law enforcement's use of lethal force against minorities. The first trial of Richard Combs, a former police chief of tiny Eutawville, ended in January with the jury unable to reach a verdict after 12 hours of deliberations. Combs, who is white, faces a sentence of 30 years to life in prison without possibility of parole if convicted on the murder charge.Combs, then new to the job, fatally shot Eutawville resident Bernard Bailey, 54, in the town hall parking lot in 2011 after they argued and scuffled over a traffic ticket issued to Bailey's daughter.Judge Edgar Dickson recently agreed to move the second trial to the state capital, Columbia, at the request of defense attorneys.
